Modernizing Manuals and Enabling AI-Powered Compliance

Michelle & Carter worked on a project with the Republic of Palau Social Security Administration (ROPSSA) and the Health Care Fund (HCF) to revise and digitize their employee manuals, applying modern AI technologies—specifically retrieval-augmented generation (RAG) and large language models (LLMs)—to automate parts of the compliance-checking and drafting process.


The Republic of Palau Social Security Administration (ROPSSA) is a self-supporting
government corporation headquartered in Koror, Palau. Created by the Social Security Act of
1947 (Title 41, Palau National Code), ROPSSA safeguards the financial well-being of Palauan
workers and their families by administering retirement, disability, and survivor benefits. ROPSSA also administers the Republic of Palau Healthcare Fund (HCF)—the nation’s first universal healthcare-financing system—established by the National Healthcare Financing Act of 2010. Carter Musheno, working on a two-person team with Michelle Bank, conducted an assessment of the ROPSSA and HCF employee manuals. They consolidated, rewrote and digitized three distinct employee manuals used by both organizations. From this they created two manuals, one for each organization. The digitized manuals are hosted on a Google Sites website, organized into searchable categories and accompanied by Google Forms. The team simplified the process for updating the manuals using a custom-built tool that leverages AI technologies. This helps the staff ensure compliance with the complex rules in Title 41 of the Palau National Code. In addition, the student team advised on optimizing internal workflows with a recommended strategy focused on expanding the use of local LAN-hosted solutions to enhance efficiency and reduce reliance on paper-based processes.
